Do you have an opinion on how state money for outdoor recreation, soil and water enhancement, historical resources and land management should be spent? The Iowa Department of Natural Resources' REAP (Resource Enhancement and Protection) grant program is holding meetings throughout the state to collect ideas. The one for residents of Scott and Muscatine counties will be 6:30-8 p.m. Wednesday, Dec. 4, at the Environmental Learning Center in Discovery Park, 3300 Cedar St., Muscatine. Residents of  Clinton, Cedar and Jackson counties should meet Tuesday, Nov. 19, at the Hurstville Interpretive Center, 18670 63rd St., Maquoketa.
